The reason I use PSP is that I can also crop pictures, remove things I don't want in them, etc. It will do every picture in a folder with one click. On my laptop, I also have a program that just resizes.

You also shouldn't have to re-save your pictures in a file as something else (no matter which program you choose to use) before you resize, trim, recolor, etc because you're already working with a copy and the original will always be in that original file. Since most of the digital cameras these days take photos from 600K on up, you only have to resize once to automatically get below 100K! I stopped using PSP, Photoshop, Adobe Delux, and others because this was faster and easier.
Not to discourage you from using PSP, but the nice thing about PIXresizer is that it's extremely easy and fast, free, and takes any photo and, on the "custom setting" (you also have other choices) resizes it to below 100K, without reducing the apparent quality. If I resize and save it and then discover that it is still too big, I simply do it once or twice again until it has become less than the 200K maximum permitted here. Then on the menu bar at the top of the screen, I click on "Image," then on "Resize." I already specified the percentages a while ago, and I don't bother to adjust them. if the file is IMG_1234.jpg, then I save it as IMG_1234b.jpg. First, I save the file as something else, so whatever I do doesn't affect the original picture (e.g. I would have to guess that they deal with resizing in a similar fashion. Use the “custom setting” (600x450) and JPEG setting after you download the program and it comes out perfect for the MTFCA forum postings (and a lot of e-mail programs that limit size of photos).
